Go to a person's profile page by clicking on their name. There should be a drop down box under their profile picture called "User Lists". Click on that and you should see the options:
Add to Friends List
Add to Contacts
Add to Ignore List

You can select Add to Ignore List from there.

Alternately if you click on "User CP" at the top of the page, you'll go to your control panel. From there under "Settings & Options" you'll see an option to "Edit Ignore List". You can add and remove people from your ignore list manually on that page.
