Can someone tell me what I'm doing wrong?

My copy of the game finally came in today. I downloaded the add-on but when I try to register for a hunter's licsence, I keep getting the same error message " can't retrieve information from xbox live. Please try again later - Status code 8016271f"

I can get past the first page where I enter my card number and name but after I enter my info and press next, it shows the xbox icon for about a minute then that message comes up. Any help would be much appreciated because I'm bummed I can't play

he has a new hunters liscence and he has the expansion but every time he tries to login it says that there's a maintenance going on and the servers are down but everyone else i know is playing it, What's the problem?
