I believe it was inferred in Episode III that Newmans are engineered to appear like that. Given the society and cramped conditions, it isn't unthinkable they wouldn't dispose of an undesirable Newman.

I think you're making some inferences that weren't implied by me.

The backstory for Episode III is filled with tension among the races. One of the big incidents was the disposal of a large portion of the Cast population to free up some living space on Pioneer II. That incident is referenced several times throughout Episode III's storyline.
