PSO2 Downloader downloads a whole... 2.7MB?

Hey, everyone!

After reformatting my entire computer, I was about to redownload PSO2. I got the downloader, but now it justs downloads 2.7MB worth of data before prompting me to install the program. I figured they might have changed the way it works, but once that was done the updater was unable to update, so that must be some kind of error?

How about redo from getting the downloader to reinstalling it again?
